The push by Russia to switch to locally produced commercial aircraft has taken another step forward. On Friday, Russian news agency TASS announced the deal to deliver 63 civil aircraft to Aeroflot had been confirmed, with deliveries scheduled for 2025.
Last year, as Western sanctions over the war in Ukraine began to bite, Russia and its state-owned aerospace corporation, Rostec, announced a massive aircraft order from Aeroflot. In September, Aeroflot and Rostec subsidiary United Aircraft Corporation signed a Letter of Intent to deliver 339 airplanes by 2030. That agreement envisaged the manufacture and delivery of 210 MS-21, 89 SSJ-New and 40 Tu-214 aircraft.
First deliveries of SSJ-New local builds this year
In a statement at that time, the Russian Industry and Trade Ministry said the first delivery of two SSJ-New planes would begin in 2023, with six MS-21 and seven Tu-214s to be delivered in 2024. Russia's industry and trade minister Denis Manturov said:
"A contract for the delivery of over 300 planes of various types,...a contract worth over 1 trillion rubles, this is unprecedented."
Friday's announcement, carried by TASS, confirmed both the Aeroflot order and an order for eight SSJ New aircraft from Aurora Airlines, an Aeroflot subsidiary, with the latter due to be delivered by 2026. Special envoy of the Russian president for environmental protection, ecology and transport Sergey Ivanov said that Russia will be able to begin mass production of civil aircraft from local components in "the next few years."
He added that this was despite the Russian aircraft industry having "quite a hard time" due to the sanctions.
"However, I am confident that with advancements with MC-21, the Sukhoi Superjet [SSJ-New with a greater share of Russian components] with only local components, we will launch mass production of these civilian aircraft in the next few years."
LOI is now a confirmed order
The statement also confirmed that United Aircraft Corporation intends to deliver 63 civil aircraft to Aeroflot by the end of 2025, including MC-21 and SSJ New, the other eight for Aurora Airlines are "expected to be manufactured and delivered by 2026." The breakdown of the 63 is for 18 Irkut MS-21, 34 SSJ-New and 11 Tupolev Tu-214s.
Additional reporting by FlightGlobal revealed that Russian prime minister Mikhail Mishustin said the government was proceeding with [the] completion of investments to upgrade air transport fleets. This involves an investment by the Russian government of more than Rb237 billion ($3.1 billion) for aviation projects in 2023, with Mishustin adding:
"We will increase the serial production volume of new-generation domestic equipment and, accordingly, reduce dependence on foreign models."
The Tu-214 is also on the radar for rate increases
Sandwiched between these announcements was a report from TASS on February 7th relating to the production of Tu-214 aircraft. This one quoted the general director of the United Aircraft Corporation, Yury Slyusar, as saying that plans are in store to gradually boost the production rates of Tu-214 airliners to 20 planes per year. He did not mention the current rate but also said that serial supplies of the Tu-214 would start in 2024.
"[The increase in Tu-214s] is under development. We're making a cargo and shortened version for flights to the Far East. The plan is to increase gradually."
With no sign of an end to the war in Ukraine or the accompanying economic sanctions, Russia has little choice other than to turn inwards to locally built aircraft. How soon that bears fruit remains to be seen.
