ELKINS — The Randolph County Commission voted unanimously this week to help fund a campaign geared toward growth in the local community.

The Hub’s Communities of Achievement program, also known as HubCAP, an initiative run by the West Virginia Development Hub, supports towns and cities with the tools and training required lead and spark changes in their communities.

In 2020 Elkins was one of five other Mon-Forest region towns selected to participate in this two-year program, which recently pledged to provide the City of Elkins with $12,500 of technical support to aid in its efforts.

In order to receive the state funding, $2,500 must be raised locally from the community, officials said.

“The West Virginia Hub has been generous and gracious enough to provide us with $12,500 of technical support to aid in our efforts,” Anne Beardslee, the chairperson of the local leadership committee for HubCAP, said. “In order to receive these funds we must secure $2,500 from our community as matching monies. So I’m here to request $500 from the county commission to help us reach that goal of $2,500.”

Commissioners David Kesling and Chris See voted to provide the requested $500. Former commission president Mark Scott, whose resignation took effect Oct. 31, is now working for Gov. Jim Justice’s administration in Charleston. Officials hope to fill Scott’s commission seat within the month.

Kesling asked what other cities were involved with the HubCAP program, and also praised the efforts of the leadership team spearheading the local effort.

“There are five other cities that are part of this, three northern and three southern,” Beardslee replied. “They are White Sulphur Springs, Moorefield, Webster Springs, Franklin and Cowen. And yes, the leadership team for this program is a wonderful collaboration who have worked tirelessly to identify, conceptualize and begin three major projects.”

Beardslee said the trio of projects HubCAP is currently working on locally are recreation and tourism development initiatives, branding and community art initiatives, and riverfront development.

“These initiatives are providing additional recreational opportunities, business development, community beautification, thus increasing tourism and economic growth throughout the county,” she said. ” We understand that two of these three projects will not be completed within two years, but we have a commitment from the Hub to work with us as long as it takes to complete those projects. And we are also committed to working until this project is completed.”

Beardslee said Elkins was very fortunate to be selected as one of the cities chosen for the program.

“This is the highest level community development program conducted by the Hub in West Virginia,” she said. “We were chosen due to our strides in Randolph County, and in recent years our potential for growth, which is the important part of this program. We had to vie for this classification and we were very fortunate.”

The local HubCAP leadership team is made up of a group of volunteers who work in key positions in organizations such as the Randolph County Development Authority, the Elkins-Randolph County Chamber of Commerce, the Elkins-Randolph County Tourism Convention and Visitors Bureau, Elkins Main Street, the City of Elkins, Davis Medical Center, Americorps and Davis & Elkins College.
