NC officials urge local leaders to enforce COVID mandates - The Outer Banks Voice

In an effort to ratchet up compliance with mandates that are designed to reduce the spread of COVID-19, three top state officials are calling on local communities to add enforcement muscle to those mandates. North Carolina Governor Roy Cooper, Department of Health and Human Services Secretary Mandy Cohen, and Public Safety Secretary Erik Hooks have signed a letter written to local officials “imploring them to help slow the spread of COVID-19 in their communities by considering additional enforcement measures,” according to a Dec. 14 release issued by Cooper’s office.

“We write today to strongly encourage you to adopt local ordinances to establish civil penalties for violations of the Governor’s COVID-19 Executive Orders,” the letter read. The Dec. 11 letter was also accompanied by an advisory letter from the North Carolina Department of Justice that “concludes that local governments may unquestionably enforce local ordinances that establish civil penalties” for violations of those executive orders.

“This pandemic is threatening to overwhelm the capacity of our hospitals and health care workers,” the letter continued, “and we all want people seeking medical care to have a hospital or ICU bed if they need it for COVID-19, a heart attack or any other ailment.”

Hyde County

On Dec. 14, the Hyde County Health Department reported that the county is now “experiencing an uptick” in COVID-19 cases. and that the number of active cases has reached 27.  Of this total, 10 are individuals on Ocracoke Island, while the remainder of 17 is from the Mainland. The statement from the Hyde Health Department cited Thanksgiving gatherings as one source of the recent spread. The county has reported 16 new cases in the period from Dec.11-14, raising the overall total of cases from the beginning of the pandemic from 202 to 216.

Dare County

The Dare County Department of Health and Human Services reported 6 new cases of COVID-19 on Dec. 14. All six of the individuals are residents of Dare County and one of them, a man at least 65 years of age, has been hospitalized with the virus.

In addition, the county also reported that 30 residents who had previously been categorized as having active cases are now listed as recovered.

Today’s statewide NC coronavirus numbers

  • Total reported NC cases – 441,365
  • New cases reported today – 4,770
  • Reported deaths – 5,855 (32 since yesterday)
  • Currently hospitalized – 2,553 (33 more than yesterday)
  • Suspected COVID-19 cases hospitalized in past 24 hours – 257 (down 30 from yesterday)
  • Confirmed COVID-19 case hospitalized in past 24 hours – 292 (down 52 from yesterday)
  • Adults in ICU with COVID-19 – 613 (up 7 from yesterday)
  • Patients presumed to be recovered – 365,273 
  • Reported cases in Dare, Currituck and Hyde Counties – 1,987 (Dare 1,273, Currituck 496, Hyde 218)
  • Completed tests – 6,016,031
  • Daily percent positive tests – 11.6%

Note: Every morning, the NC Department of Health and Human Services posts updates the number of reported cases of coronavirus. That number reflects positive results from all tests, including the NC State Laboratory of Public Health and all hospital and commercial labs. There may be other reports, from the media and elsewhere, that will include different numbers during a given day, but this is an effective way of tracking numbers from the same source on a day-to-day basis.
